City Council Members discussed the introduction of a new Head Start Preschool, the finalization of a lease for Smart Meters with the participation of the NCPA and the construction of Bailey’s Trail System at Monday night’s meeting.
Members discussed an enhanced access easement on Hope Drive with the intent to develop a Head Start Preschool. The current building on Richland Avenue is not large enough to accommodate students and teachers. The city is looking to hold a full-day preschool. The use of the Richland Avenue building will more than likely be discontinued.
“A program like Head Start will especially give kids in our community a heads up,” Mayor Steve Patterson said.
The transportation committee talked about the possible participation in the National Cooperative Purchasing Alliance (NCPA). It would be free and offers lower pricing for the lease or purchase of Smart Parking Meters.
The city plans to enter into a contract for the lease of Smart Parking Meters for a five-year term. The installation would start on Jan. 1, 2019.
Changes will be made to the Wellhead Protection Plan. The report of a spill will be moved to the beginning of the reading in the amendment.
Members also reviewed Bailey’s Trail System. The trail would be located in the Wayne National Forest, and the estimated construction cost for the project is $3.5 million. The city is working to get grants to cover this fee.
The city wants to have more understanding of the biking community, Patterson said.
A revocable license was granted to Cameron Fuller, owner of Devil’s Kettle Brewery, to allow the existing concrete pad to encroach the city right-of-way.
