The Athens City Council will attempt to pass a second ordinance to close Court Street for the Athens Uptown Business Association Trick or Treat.
The second time may be the charm for Athens City Council.
After an ordinance to close Court Street during the annual Athens Uptown Business Association trick-or-treat failed to pass two weeks ago, another attempt will be made this week.
Councilwoman Michele Papai, D-3rd Ward, said she will bring the ordinance forward at Monday's meeting.
Papai said she believes the ordinance will pass at Monday's meeting due to the compromise city council members agreed to make the city administration.
The actual trick-or-treat event is starting later than in previous years to allow for vehicles to park on Court Street until 4 or 5 p.m., Papai said.
Because the event is within 30 days, council will likely vote to declare an emergency for the ordinance to take effect in time for the event.

Council members will also discuss allocating more money toward the Northwest Bike Spur project.
"The paving and everything is all done," Papai said. "However, the project is not finished."
Papai said an additional $17,000 is needed to completed the upcoming phases of the project.
"We slightly went over with the original," Papai said. "And that amount is reasonable."
