Campbell said outside the Johnson home, about 1.5 miles from where the body was found.
The mayor said it could take as long as 48 hours to identify the body.
Coroner Elizabeth Balraj said decomposition made it impossible to determine the body's race or gender without additional tests.
She said an autopsy will be performed today.
